Hi Kathy,
I am glad that some districts are beginning to look at how they spend their money. In NYCDOE, I am not so hopeful. I sound critical but I really feel for District Admin in a way they in many cases have their marching orders and really have no choice but to "buy " the chosen "product" of the moment.

Love the comparison! It's so scary that the comparison probably hits a little to close to home! And there are so many programs, Like Renaissance Learning's "Accelerated Reader" and Accelerated everything else as well as the many skill, and drill/kill computerized programs that "studies" have show improve learning. I skoff(sp?) at these programs. But there is hope. My district has put a moratorium on buying anymore Acc. Rdr anything. They are analyzine the fifteen years of the investment in this industry for positive payoffs since the programs require more memory, bandwidth, and the newest of new computers. They want to be sure it's a worthwhile investment. I could have told them "no" years ago, but who ever asks the educators? There will have to be an analysis, no doubt by a paid outside, to come in an say "no that program does not do what it is supposed to do."

I sincerely hope you are wrong about the comparison of public housing to NCLB. Public housing all but destroyed urban life in many American cities. Point taken that education is too much of a "product" for profit in our present system that is more concerned with making money rather than educating children.
